Tata Power to develop 100 MW project at Gujarat’s Raghanesda Solar Park

The company’s renewable capacity under implementation has now swelled to 500 MW, which is in addition to the operating capacity of 2,268 MW.To meet the renewable purchase obligation targets of its power distribution utilities, Gujarat plans to have an operational solar power capacity of 5.5 GW – plus 1.5 GW of wind capacity – by March 2022.

Tata Power Renewable Energy Limited (TPREL), wholly owned subsidiary of Tata Power, has received a Letter of Award (LOA) from state utility Gujarat Urja Vikas Nigam Limited (GUVNL) to develop a 100 MW solar project in Raghanesda Solar Park of Gujarat. The company had won this capacity in a 700 MW tender issued by GUVNL in March 2019, which had ceiling tariff aggressively set at Rs 2.70/kWh.

The power generated will be supplied to GUVNL under a power purchase agreement (PPA) valid for a period of 25 years. The project has to be commissioned within 15 months from the date of execution of the PPA.

Industry players welcome government move on better infrastructure

AHMEDABAD: Industry players rejoiced infrastructure development initiatives announced by state finance minister, Nitin Patel, as part of the vote on account budget, presented in the state assembly on Tuesday.

The state government has announced to set up a common effluent treatment plant (CETP), in addition to deep-sea pipeline and other related infrastructure in Ahmedabad, Vadodara and Jetpur through public private partnership (PPP). The government has announced an allocation of Rs 2,275 crore.

President of Gujarat Chamber of Commerce and Industry (GCCI), Jaimin Vasa, said, "The announcement to create and improve infrastructure facilities is a welcome step. Moreover, the government decision to set up the world's biggest solar plant in Dholera, will also help promote use of non-conventional energy."

Commenting on the decision, Shailesh Patwari, past president, GCCI, said, "The government has taken several steps that will help industries adopt environment-friendly practices. The demand for a deep-sea discharge pipeline was long-pending and it has finally been addressed by the government."

Prime Minister Narendra Modi may inaugurate the work for industrial projects for which Memorandums of Understanding (MoUs) were signed during the Vibrant Gujarat Summit (VGS). It is likely that the PM may inaugurate the initiation of a project by a Chinese company that proposed investments of Rs 21,000 crore at the Dholera Special Investment Region (SIR) and the Gujarat government is preparing for the event. The PM is scheduled to visit Ahmedabad towards the end of the month.

A senior official in the Gujarat government said, "The government has completed all the preparations for the inauguration, however, the final call will be taken by the PMO. The industrial project's inauguration by the PM will set the ball rolling for the inaugurations of other projects in the state too."

"It is also possible that the PMO gives a nod for the same during the next visit of the PM that can be scheduled in the first half of March. The PM may not go to Dholera or the project site but could inaugurate the work through remote operation as it will not be possible for him to move across multiple places during a one-day visit. Preferably, a place where the maximum crowd can be gathered will be chosen and from that perspective, Dholera is a dry region," added the official.

Vibrant Gujarat Summit: Two Chinese firms to invest Rs 21,400 crore in Dholera SIR

Chinese firms on Friday promised to invest Rs 21,400 crore at Dholera Special Investment Region (SIR) in Gujarat in the next three years. Among the projects in which it will invest include an electrical battery plant and a metrorail coach factory.

Tsingshan Holding Group, a China-based Fortune 100 steelmaker, said that it would to invest USD 3 billion (Rs 21,000 crore) in Dholera SIR. The investment will be made in conjunction with their Indian JV partner Chromeni Steel.

The company is currently involved in setting up of a major stainless steel complex in Mundra in Kutch district. “The company is an emerging electrical vehicle battery producer and is considering to set up an electrical battery plant in Dholera to cater to the fast developing auto industry in India,” said Jai Prakash Shivahare, managing director, Dholera SIR.

An MOU was also signed between Dholera Industrial City Development Limited (DICDL) and CRRC Nanjing Puzhen Co. Ltd of China for manufacturing of metro rolling Stocks. “The CRRC intends to establish the plant with all required facilities at about of Rs 400 crore and employment generation of about 450 people,” Shivhare added.

Another MOU was signed between Dholera Special Investment Regional Development Authority (DSIRDA) and Torrent Power Limited for creating distribution network within Dholera SIR. Accordingly, a capital expenditure of Rs 1,000 crore is being planned over a period of the next five years to meet the required demand as per the development plan.

The DSIRDA also signed an MOU with the National Highway Authority of India (NHAI) for the construction of a 100-km expressway between Ahmedabad and Dholera under the Bharatmala programme. Meanwhile, Airports Authority of India will be joining as the majority stakeholder with 51% equity stake in the Dholera

Oppo-Vivo may soon be ‘Made in Gujarat’, Co mulls unit in Dholera

Handsets of Oppo and Vivo may have 'Made in Gujarat' or 'Made in India' labels soon. The company is sincerely thinking of having its first manufacturing plant in India and the Dholera (Special Investment Region) SIR in Ahmedabad district could be the destination for that. 

Sources from Dholera SIR Development Authority said, "The Oppo and Vivo delegation had visited the site and they are interested in manufacturing the entire series of their products including mobiles, LEDs and other equipment. They have great plans of investing in India and we gave them detailed presentation of the advantages of investments in Dholera." 

"The delegation was impressed by the presentation and especially the connectivity of the Dholera SIR region to ports and roads through DMIC, DFC and others. We have enough land to offer them. They wish to have the entire value chain set up at Dholera so that ancillary companies that provide raw materials to them are also lined up to invest here," added the sources. 

Besides Oppo and Vivo, Denmark-based wind turbines manufacturing company Vestas is also seriously thinking of having their set-up at Dholera. Tata is also mulling establishing their plant for lithium ion batteries here. 

"Tata Group chairman N Chandrasekaran had announced from the dais of the inauguration ceremony of Vibrant Gujarat Summit that their conglomerate planned to invest in lithium ion battery manufacturing in Gujarat. This plant will most likely come up at Dholera SIR," the sources further added.

GIDC roped in to attract MSMEs at Dholera SIR

Gujarat Industrial Development Corporation (GIDC) will acquire 200 acre land in Dholera Special Investment Region (SIR) to promote investment in the ambitious project by MSMEs. The move is also in sync with Gujarat government’s outreach to big industries for investment in Dholera during the upcoming Vibrant Gujarat Summit.

In the first phase, 200 acre land will be acquired and GIDC has been picked up for the purpose as it has more than six decades of experience in engaging with MSMEs. “GIDC is a trusted entity and its involvement will encourage MSMEs to come to Dholera from which they had been shying till now,” said an official privy to the matter.

Of the total 44.5 square kilometre developable area in Dholera SIR, authorities are developing 50 per cent of it in the first phase. In other words, the first phase will have 5,600 acre land ready for industrial use.

The Dholera SIR will be pumping around Rs 3,000 crore to develop infrastructure in the first phase, which is likely to be completed by September this year. Authorities also expect work to start on Ahmedabad-Dholera express highway in February, to be completed in two years. Government is also hopeful to begin the construction work of airport at Dholera this year, after getting required permissions.

Govt to set up 1,000-MW solar plant in Dholera: Vijay Rupani CM

Through the last eight editions of Vibrant Gujarat summits the renewable energy sector has realised only 7.35 per cent of the investments valued at Rs 40,345 crore, as reported by The Indian Express earlier this week. 

The Gujarat government plans to set up a 1,000 MW solar power plant on Dholera coast as part of the government’s target to produce 15,000 MW of renewable energy, Chief Minister Vijay Rupani said on Wednesday ahead of the Vibrant Gujarat Summit to be inaugurated by Prime Minister Narendra Modi on January 18. 

He said that the government on Wednesday “took critical decisions and readied policies that would enable the renewable energy sector”. “Because of the salinity ingress (Dholera being on the coast), we might face some extra cost in the infrastructure laying of the solar park, which the state will help out with, but in the end it will help us produce electricity at low cost,” said Rupani, adding that setting up any other industry on the coast “involved hassles like getting (Coastal Zone Regulation) clearances, which would not come in the way of a solar park”.

AHMEDABAD: The Government of Gujarat is promoting the Dholera Special Investment Region (SIR) as an ideal destination for investments in the defence manufacturing sector.

Authorities plan to host a summit at Dholera ahead of the Vibrant Summit. Dholera is 110km from Ahmedabad. “We are capable of providing huge land parcels that are required for defence manufacturing facilities,” said Jai Prakash Shivhare, the managing director of the Dholera Industrial City Development (DICC) Ltd. “Such a facility needs 400-500 hectares of land.

Such large land parcels are not available anywhere in India.” Shivhare was present at the Defence Conclave 2018, organized by the Confederation of Indian Industry and Society of Indian Defence Manufacturers.

India’s first industrial city at Dholera takes shape as firms line up investments

Ahmedabad: After a delay of several years, Dholera, projected as India’s first planned industrial city and a part of the ambitious multi-billion dollar Delhi Mumbai Industrial Corridor (DMIC), is ready to draw investors. Plans for a  7,000 crore high-speed metro rail network are being worked out.

“We are in take-off mode. We are ready to allot land for industrial projects and are in talks with multiple companies keen to invest here. They are finalising plans and it’s only a matter of days or perhaps weeks before some major announcements are made in this direction," according to Jai Prakash Shivhare, managing director of Dholera Industrial City Development Limited (DICDL).

French aerospace and defence firm Airbus group and Baba Kalyani group have committed to invest in Dholera, but will do so only after receiving orders from government, Shivhare said during a recent media interaction.

As many as 5,000 workers are seen readying infrastructure work of about Rs.3000 crore at the site for the first phase, which is likely to be ready by September. In the upcoming Vibrant Gujarat summit later this month, pacts between the Gujarat government and private companies for setting up industries in Dholera are expected to be announced.

Dholera located near the Gulf of Khambhat in Gujarat will be India’s first greenfield industrial city that boasts of India’s largest open green space.

Dholera in Gujarat is all set to become India’s first greenfield industrial city at a cost of Rs 3,000 crore. The plan is aimed to develop infrastructure for industrial development in the saline region of the city located near the Gulf of Khambhat.

According to an official statement to the Press Trust of India, the basic infrastructural facilities in the first phase are scheduled to be completed by September this year. For this, the Dholera Special Investment Region Development Authority (DSIRDA) has awarded Rs 2,800 crore worth of contracts work prior to the arrival of industries for developing the basic infrastructure.

Torrent gets licence to supply electricity in Dholera SIR.

AHMEDABAD: The Gujarat Electricity Regulatory Commission (GERC) granted a licence to Torrent Power Limited (TPL) to supply electricity to the Dholera Special Investment Region (DSIR), a greenfield industrial city being developed some 100km from Ahmedabad.

The state power regulator accorded TPL a licence to carrying out distribution and retail supply of electricity in the Dholera SIR area for 25 years.

In April, GERC had in-principle decided to issue a power distribution licence to TPL for Dholera SIR as the private sector company fulfilled the criteria laid down for the licence. GERC invited suggestions and objections to its intention to grant a licence to TPL.

After hearing the objections and suggestions of stakeholders, GERC recently decided to award the DSIR electricity distribution licence to TPL.

The Gujarat Urja Vikas Nigam Limited (GUVNL) has invited expression of interest (EoI) from project developers to develop 1,000 MW of grid-connected solar PV projects in the Dholera Special Investment Region (DSIR) in the state.

The deadline for submitting EoI is October 15, 2018. Gujarat Power Corporation Limited (GPCL) will be the nodal agency for the development of the solar park. GUVNL will procure the power from the solar PV projects.

The final selection of developers for the projects will be through competitive bidding followed by reverse e-auction. The bid documents of competitive bidding process will be prepared after consulting the developers participating in this EoI and in the EoI meeting.

Complications to avail land near city airport for construction of parallel runway has compelled Airports Authority of India (AAI) to form a joint venture with the Dholera authorities. The joint venture, likely to be formed by this week or early next week, will take away a lot of traffic overflow of Sardar Vallabhbhai Patel International Airport (SVPI) which is witnessing a massive increase day by day.

"We have been wanting to construct parallel runway at Ahmedabad airport to reduce aircraft wait time. If we get a parallel runway, we will be able to save nearly 5-7 minutes per aircraft. However, we need 65 acres more land," AAI chairman Guruprasad Mohapatra said.

"Since Dholera is a promising project, we are eyeing on the same with approval of Civil aviation ministry too. We will be forming joint venture with authorities soon," he added.

The theme of Vibrant Gujarat Global Summit-2019 will be ‘Shaping of a New India’, it was decided at the first meeting of the Advisory Committee of the event on Friday.

The summit is proposed to be held between January 18 and 20 next year. The Gujarat government started holding this biennial investor gathering when Narendra Modi was chief minister.

In the meeting of the advisory committee on Friday, chief minister Vijay Rupani said the state was ready to contribute to prime minister Narendra Modi’s vision of India with an holistic development approach.

‘Youth Connect Forums at the summit will facilitate interactions between young achievers, successful businessmen and traders and the youth, Rupani said.

There would be discussions on success of sectors like pharma, diamond, manufacturing and SEZ in the state, he said.

The industrial estate — to be developed by Gujarat Industrial Development Corporation (GIDC) — is seen as a Smart GIDC within Dholera SIR to attract Micro-Small and Medium Enterprises (MSME). Soon to be launched, the Smart GIDC would use digital technology to make utility operations efficient and effective.

“Under the Smart GIDC concept the entire utility operations such as drainage, water, electricity or gas supplies will be controlled and monitored using digital technology. There will be a common duct, from where all these connections will pass. A unit will require to just obtain a connection and plug in. An international airport, expressway connecting Dholera with Ahmedabad, and a 5,000 MW solar power park are among the host of projects already announced for Dholera, located about 100 km or an hour's drive from Ahm-edabad. While pitching Dholera as a hub for defence production, the state government is also set to go all out to showcase the town as a global manufacturing centre ahead of the upcoming Vibrant Gujarat Summit in January 2019.

"We are getting a lot of queries (from investors) related to Dholera. We will be organising some pre-Vibrant seminars in Dholera. AHMEDABAD: The state government plans to hard sell “Dholera and International Smart City” to major foreign investors and industrialists in the upcoming 2019 Vibrant Gujarat summit the state government had lined up memorandums of understanding (MoUs) worth Rs 1.44 lakh crore, but the list did not have major companies or investors.

This time the state government will focus on attracting major players, claims senior government officials. The Dholera-SIR is being developed under the Delhi Mumbai Industrial Corridor (DMIC) project.

Chief minister Vijay Rupani, laid the foundation stone for Common Effluent Treatment Plant (CETP) as part of the Pipali-Dholera Pipeline Project on Sunday. The plant has a capacity of processing 20 million litres a day and will supply water to Dholera.

Modi, who was chief guest, was speaking at a programme organised by the Indian Merchants’ Chamber (IMC), which saw a considerable gathering of the city’s traders, businessman and others. During the meet, several traders and businessmen informed Modi that they have shut their shops and markets because of the newly imposed local body tax. “Please give us some space in Gujarat, so that we can run our business there and we will make that place like Mumbai,” said a beleaguered member of the crowd.
